In a meeting with his top aides on Monday he said the country is at a critical juncture, with infections rising in the greater Seoul area and the Delta variant spreading too.
“We have no choice but to take stern legal measures against collective acts, such as illegal large-scale protests, that violate the anti-virus rules. The situation is serious in the Seoul area in particular, so I ask local governments in the capital region to take on greater responsibility and do all you can to ensure that our anti-virus defenses are not penetrated.”
On Saturday some 8-thousand members of a major labor union held protests in Seoul demanding better working conditions despite authorities warning against the rally.
President Moon also called for stronger inspections of high-risk facilities and for authorities to apply a strict ‘one-strike out’ policy for businesses that don’t follow quarantine regulations.
